Elaine has over 18 years of experience in both public and private sector administration and economic development. She is currently a Director in the Office of Enterprise Planning for Arizona State University.

She is also the founding principal of Spatial Impact Group…where she took ideas to enterprise.

Elaine previously served as Chief of Staff and Economic Development Advisor for City of Tucson Mayor Romero. For six years, she also worked as Assistant to the City Manager with the City of Tucson. In both positions she partnered with government agencies, businesses, community organizations, and key stakeholders to build a stronger and more resilient economy.

As Director for the Arizona Coyotes, she oversaw government relations, capital projects, and strategic community engagement for Southern Arizona and managed the Tucson Roadrunners foundation.

She is currently on the Real Estate Committee for the Southwest Autism Research & Resource Center, the Urban Land Institute Women’s Leadership Initiative, and a member of the Arizona-Mexico Commission, Arizona Association for Economic Development, and the Arizona Technology Council. She is the past Board President of Women Leading Southern Arizona and previously served on the board of directors for Visit Tucson.

Elaine is from Tucson, AZ, attended Clemson University and received a Bachelor of Architecture from The University of Arizona.
