With more than 25 years of experience in the construction industry, Josh Marks is recognized for bringing clarity, structure, and strategic insight to complex projects. His approach combines deep technical expertise with a collaborative mindset, helping clients navigate challenges while maintaining focus on cost, schedule, and long-term success. His experience spans a diverse range of sectors, including transportation, infrastructure, wet utilities, higher education, municipal, federal, and hospitality developments.

Josh is a Principal at Rider Levett Bucknall (RLB), a global leader in project and cost management with a heritage spanning more than 200 years and a network of over 120 offices worldwide. Within this platform, he spent many years leading the firm’s Tucson office, where he built a strong regional presence and guided a wide portfolio of high-profile projects across Southern Arizona. In recognition of his leadership and industry expertise, he was promoted to Head of Infrastructure for RLB North America, where he now provides strategic direction and oversight for infrastructure-related services across the region.

In his current role, Josh works closely with clients, owners, and project teams to align vision with execution on complex, large-scale developments. He is known for establishing clear project controls early, anticipating risk, and coordinating multidisciplinary teams to ensure successful outcomes. His ability to translate technical complexity into actionable strategies makes him a trusted advisor in high-demand environments.

Josh brings particular value through early project engagement, helping define scope, budget, and schedule while creating frameworks that support informed decision-making throughout the project lifecycle. His leadership style emphasizes accountability, communication, and proactive problem-solving—ensuring that projects are delivered efficiently and exceed expectations.

Josh earned his Bachelor of Science in Civil Engineering from Tufts University and his Master of Science in Construction Engineering and Management from Columbia University. He is a licensed Professional Civil Engineer in Arizona and a certified Project Management Professional, and was recently added to the American Arbitration Association’s Roster of Construction Arbitrators.
