Sarah Darragh is the Vice President of the Medicaid Plan at Arizona Complete Health, where she oversees the AHCCCS Complete Care and Regional Behavioral Health Agreement (ACC/RBHA) contracts.

Her leadership spans a broad portfolio including Justice and Crisis Systems, Adult and Children’s Systems of Care, Health Services and Social Determinants of Health, Behavioral Health Special Programs, the Office of Individual & Family Affairs, Grants Administration, Delegated Vendor Oversight, and Regulatory Operations. She drives strategic initiatives focused on improving member outcomes, enhancing access to care, and optimizing operational efficiency.

Since joining Arizona Complete Health in 2015, Sarah has held several key roles, including Director of Justice Systems, Medicaid Program Director, and Senior Director of Medicaid Program Initiatives. Her work has consistently centered on system improvement, community stabilization, and integrated care delivery.

Prior to her tenure at Arizona Complete Health, Sarah served as Finance Manager for Payor Contracts at Banner University Medicine and spent nearly a decade in health policy with Pima County Administration.

Grounded in a strong foundation of health policy and system innovation, Sarah continues to lead with purpose as she advances whole-person care and drives measurable improvements across Arizona’s Medicaid programs.
